All our parking permits are virtual, so you can apply for and manage them online, and start using them as soon as they are approved.
A waiver is a type of parking permit that allows a vehicle to wait on a yellow line in the CPZ while it is being used for:
• continuously loading and unloading bulky goods from your vehicle, when this will take longer than 15 minutes
• continuously using your vehicle as a workshop, for example, fitting kitchens and using carpentry machinery
• continuously using a tar boiler, welding cylinder, compressor or generator from your vehicle
If you're a tradesperson or contractor working in the Controlled Parking Zone (CPZ) and you need your vehicle to work, you can apply for a parking waiver.
A waiver is only valid on public highway and not on areas of private land or on any verge or footway.
We do not issue waivers outside the CPZ.
• vehicles being used for storing tools
• allowing you to park your vehicle while you are working elsewhere
• trailers
• unloading smaller goods (goods which would not be classed as ‘bulky’)
You also don't need a waiver if:
• you load / unload your vehicle on a yellow line (you can do this for a maximum of 15 minutes, as long there are not loading restrictions).
• your vehicle is a clearly marked removals vehicle (you can carry out removals for as long as necessary, as long as there are no loading restrictions).
We offer three types of waiver:
Waivers can be issued for up to a week and can be extended if necessary.

If you want to apply for a waiver in the Town Centre pedestrian area (where there is a prohibition of traffic) we may ask you to provide these documents:
• a Certificate of Public Liability Insurance for a minimum of £5 million
• a risk assessment of the task that is to be undertaken
Whilst a waiver allows you to wait on yellow lines in the CPZ, you may have a need to park in a pay and display bay whilst you work.
You can apply online for a dispensation to park in pay and display bay in the CPZ - simply select 'Dispensation' on the online form.
Dispensations cost the same as waivers - see the table above.

To apply for a waiver, you need to register for a business parking permit account or, if you already have one, login to your account.
When you start the online application you will be prompted to either register or login. Once you are registered / logged in, you can proceed to the 'permit applications' section of the account to apply for your waiver.
To register for an account / apply online you will need an email address. Unfortunately, the parking permit system does not accept NTL world email addresses.
The vehicle must not wait:
If the vehicle is not being used for the purpose specified, or the conditions of this notice are not complied with, the waiver will be cancelled and the vehicle will be treated as if there was no waiver issued. A penalty charge notice may be issued.
A waiver is only valid on public highway and not on areas of private land or on any verge or footway.
Materials or goods must not be deposited on the footway or carriageway (except immediately at the rear of the vehicle with agreement from the Highway Authority), or pass across any part of the footway or carriageway in such a way to interfere with other vehicles or pedestrians.
If the waiver is for continuous loading or unloading, the vehicle must not be left unattended for more than five minutes at any one time.
