Parking permits for healthcare workers

All our parking permits are virtual, so you can apply for and manage them online, and start using them as soon as they are approved.

What is a healthcare parking permit?

We offer parking permits for key healthcare workers which allow the permit holder to park in the CPZ whilst attending to patients. 

The permits last for two years – currently this is 1 December 2022 to 31 November 2024. 

Whilst you can apply for a healthcare parking permit at any time during this two year period, your permit will only last for the remaining months of the current two year period.

You can change the vehicle on your healthcare parking permit via your parking permit account, but you will need to provide evidence of ownership of the vehicle and a fee applies.

Who can apply for a Healthcare parking permit?

Healthcare parking permits may be issued to organisations whose doctors, nurses, midwives and health visitors provide services to clients in their homes throughout the Controlled Parking Zone (CPZ).

Healthcare parking permits are issued at the discretion of Bedford Borough Council.

If you cease to be employed by the healthcare provider, you must cancel your permit in your parking permit account. 

Where you can / cannot park 

The vehicle detailed on the healthcare parking permit can park for up to two hours, within a marked pay-and-display or permit holder bay, anywhere in the CPZ. 

A healthcare parking permit holder must not return to the street within one hour of leaving the street, or use the permit to park at or near their place of work. 

A healthcare parking permit holder should not park:

  • in car parks (private or Council)
  • on yellow lines
  • on footways or verges
  • across an access
  • in taxi ranks
  • in disabled, suspended or loading bays

Apply for a healthcare parking permit  

Step by step guide

1. Register for a business parking permit account

 

To apply for a healthcare parking permit, you need to register for a business parking permit account or, if you already have one, login to your business parking permit account. 

When you start the online application you will be prompted to either register or login. Once you are registered / logged in, you can proceed to the 'permit applications' section of the account to apply for your healthcare parking permit.

To register for an account / apply online you will need an email address. Unfortunately, the parking permit system does not accept NTL world email addresses. 

The online parking permit system is easy to use, but if you need help to complete the online forms and don't have family or friends who can help you, please contact us about a digital assistance appointment.

2. Check what documents / information you will need to provide

 

To apply for a healthcare parking permit, you will need to provide: 

Proof of eligibility to apply

Please upload a letter, written on company headed paper and signed by the Designated Healthcare Administrator, confirming you are eligible to apply for the permit.

The document submitted must show the applicant’s name, which must match all other supporting documents.

Proof of employment

Please upload one of the following:

  • contract of Employment
  • payslip (must be less than three months old)

The document you submit should show a link between the applicant and organisation. 

Proof of vehicle ownership

Please upload one of the following:

  • V5C - showing the applicant as the registered keeper.
  • Insurance Certificate – a valid certificate showing the vehicle registration number, and the applicant as policy holder or named driver.
  • Hire Agreement - showing the vehicle registration number, applicant name, start and end date of hire agreement and the address where the vehicle will be kept.
  • Letter from your organisation stating that the vehicle is registered to you and that you have sole use of it. 

An email address

To apply online you will need an email address. 

If you already have another parking permit account with us, you will need to use a different email address for your resident account. 

Unfortunately, the parking permit system does not accept NTL world email addresses. 

Uploading documents

You can upload documents when making your application online. We accept photos or scans of documents, providing the relevant information is clear.

Name on your documents

Please make sure the name on the documents you provide is the same as the name in your application – it they don’t match we won’t be able to approve your application.

3. Read the terms and conditions

 

  • Healthcare Permits are issued at the discretion of Bedford Borough Council to organisations whose doctors, nurses, midwives and health visitors provide services to clients in their homes throughout the Controlled Parking Zone (CPZ).
  • The permit allows the vehicle to park for up to two hours within a marked pay-and-display or permit holder bay in the CPZ. 
  • The permit holder is not permitted to return the vehicle to the street within one hour of leaving the bay.
  • The permit does not allow the vehicle to be parked on yellow lines, footways, verges, across an access, in private and Council car parks, in taxi ranks, disabled, or loading bays. Parking in these areas carries the risk of a Penalty Charge Notice being issued. Currently the charge is up to £70 reduced to 50% if paid within 14 days. 
  • The permit must not be used by employees of the healthcare business to park at or near their place of work. 
  • Only one permit may be issued to each member of staff irrespective of the number of vehicles they own. 
  • Evidence of employment must be submitted with every new application.

The permit must be cancelled if:
•    The organisation or employee ceases to provide healthcare within the CPZ.
•    The employee to which the permit was issued leaves the organisation.
•    The vehicle for which the permit was issued changes ownership.

The permit may be revoked if the Council has reason to believe that it is not being used in accordance with the regulations. The Council also reserves the right to ask for further proof to establish the way in which a permit is being used; this may include checking with the Area Health Authority or other official body.
