You have the right to appeal if you are refused free school transport. 

We offer a two-stage appeal process which is explained in full in our school transport policy documents. 

Please read the relevant mainstream school transport policy or the relevant SEND school transport policy before submitting an appeal form.

You have 20 working days from the day you receive the Council’s home to school transport decision to appeal the decision. 

Reasons to appeal a school transport decision

You may challenge a home to school transport decision for any, or all, of the following reasons:

  • You believe that we have failed to consider a significant factor in assessing whether your child is eligible for travel assistance.
  • You believe the distance measurement between home and school is incorrect.
  • You believe the walking route between home and school is not safe.
  • You believe the transport arrangements offered are not suitable for the child or young person’s needs.

Appeal a school transport decision online

You can appeal a school transport decision online using the form below. It should take between 4 and 10 minutes to complete the form. 

In your appeal, clearly explain why you think the decision should change and mention any special circumstances that should be taken into account.

You should submit any evidence that supports your appeal, for example, letters from your school, medical professional or social worker, or financial evidence such as benefit eligibility. 

Before you appeal, you should carefully consider if you have sufficient evidence to support your case.
