New vehicle registration system at Bedford Borough HWRC goes live
Bedford Borough residents can now register their vehicles online ahead of the new system starting on 1 October 2026. Bedford Borough Council is launching a new vehicle registration system for Barkers Lane Household Waste Recycling Centre (HWRC), designed to protect the service for local residents by reducing misuse by businesses and people from outside the borough.
From Thursday 1 October 2026, all vehicles must be registered online before visiting the HWRC. Registration is free, takes just a few minutes and is valid immediately - removing the previous permit system that could take up to ten working days to approve for certain waste types and vehicles. Cars and pickups are registered for 24 months, vans for 6 months, and hire vehicles for the day of registration.
The online registration portal is now live at www.bedford.gov.uk/HWRC, allowing residents to register their vehicles ahead of the 1 October start date.
Councillor Nicky Gribble, Portfolio Holder for Environment, said, "This new system is about protecting the HWRC for the people who pay for it, Bedford Borough residents. Too many businesses and people from outside the borough have been using our facility, pushing up costs for local taxpayers. The new registration system is quick, easy and immediate. Residents will be able to register in just a few minutes and visit straight away.
“We want to reassure residents that this is not about making responsible disposal harder - it's about making sure the service remains free, safe and available for local households."
Residents can register up to two vehicles to their home address. The ANPR camera at the entrance automatically checks each vehicle. Proof of Bedford Borough address should be brought on every visit and may be requested. The updated terms and conditions are now available at www.bedford.gov.uk/HWRC and should be read before registering a vehicle.
During the first month, site staff will be on hand to raise awareness and help residents who arrive without registering. Residents who are not registered during this period will be accepted on site and given clear instructions on how to register their vehicle for next time. However, all existing rules for vehicle types and waste will continue to be enforced. Vehicles that do not meet these requirements - such as box vans, tipper vehicles, twin-axle trailers or vehicles carrying trade or business waste - will be turned away.

The online process takes just a few minutes, but help is available for those who need it.
