1. About these terms
1.1 These terms and conditions apply to applications to register a household vehicle for use at Barkers Lane Household Waste Recycling Centre (HWRC). The centre is free for Bedford Borough residents to use, with no appointment or booking required.
1.2 By registering a vehicle, the resident confirms that the information supplied is accurate and agrees to comply with these terms and current HWRC rules.
1.3 Registering a vehicle does not guarantee entry to the site or the acceptance of any waste. Entry and acceptance remain subject to site capacity, safety requirements, vehicle restrictions, waste acceptance rules and reasonable instructions given by site staff.
1.4 The Council’s current published HWRC rules and site requirements take precedence if there is any conflict, error or omission in a registration, email, application record or these terms.
1.5 Before bringing items to the HWRC, residents are encouraged to consider whether they can be reused, recycled, donated or sold instead. Resources and local options are available on the Council’s reduce, reuse and recycle page.
2. Who may register a vehicle
2.1 A household vehicle may be registered only by a Bedford Borough resident who wishes to deposit household waste produced at their own residential address.
2.2 The address supplied must be the residents’ own dwelling. The Council and its operational contractors may check the information supplied against Council records and may require evidence of identity, address, vehicle use or waste origin.
2.3 All waste arising from business activity is classed as Controlled Waste and by law must be disposed of separately from household waste. Businesses must use the Council’s separate business waste and recycling service, which is subject to its own booking, charging and acceptance rules.
2.4 A registration may be refused or cancelled where the resident is not eligible, the application is incomplete, the information cannot be verified, or the Council reasonably considers that the vehicle may be used contrary to these terms or the site rules.
3. Registration requirement, categories and duration
3.1 A household vehicle must be registered before its first visit to the HWRC. Registration takes just a few minutes, is free, and is valid immediately once confirmed. The registration must be in place before the vehicle arrives at the site.
3.2 The registration is linked to the resident, the registered residential address and the exact registered vehicle. Registering one vehicle does not authorise any other vehicle to be used.
3.3 A registered standard car or pickup may be used at the site for 24 months from the date of registration.
3.4 A registered standard short wheelbase (SWB) or long wheelbase (LWB) van may be used at the site for 6 months from the date of registration.
3.5 A hire vehicle may be registered for 24 hours, regardless of whether the hired vehicle is a car, pickup, short wheelbase van or long wheelbase van.
3.6 Hired vehicles should be registered on the day of the visit, once the number plate details are known. If a vehicle is hired for two days, it must be registered on each day it is used. A maximum of seven hire vehicles may be registered for the same household address in any rolling 12-month period; each hire registration counts towards this limit whether or not the vehicle actually visits the site. 3.7 A maximum of two active registrations may be held for any one residential address at any time. This limit applies across all registration types unless the Council expressly states otherwise, and a vehicle registration number may only be linked to one residential address.
3.8 A registration is valid only during the dates and, where shown, times stated on it. It expires automatically and cannot be used after expiry. The vehicle must be registered again before any further visit.
3.9 The Council will send an email towards the end of the registration period to remind the resident to renew if they wish to continue using the registered vehicle at the HWRC.
3.10 Registering a vehicle does not authorise a vehicle, trailer, waste type, quantity or visit that is prohibited by the current HWRC rules.
4. Registering or unregistering a vehicle
4.1 The vehicle registration and vehicle type entered in the application must be complete and accurate. For a hire vehicle, the resident must know and enter the exact number plate before it can be registered; a blank, unknown, or pending will not be accepted.
4.2 The resident must unregister a vehicle if the registered vehicle is no longer in use or their address changes. A hire vehicle will be automatically unregistered after the 24 hour period.
4.3 A hire vehicle registration is specific to the number plate entered in the application and cannot be transferred or amended to cover a different vehicle. If a different hire vehicle is collected, it must be registered before visiting and the registration will count towards the seven-vehicle limit.
4.4 The resident must bring the hire agreement or other relevant hire documents to the site, matching the active registration.
4.5 Residents who are less confident transacting online can register or unregister a vehicle by contacting Bedford Borough Council Customer Services during office hours.
5. Vehicle types and restrictions
5.1 Registration covers standard cars and pickups, short (SWB) and long wheelbase (LWB) vans, hired vehicles, and cars or pickups towing a single-axle trailer that meets the requirements below.
5.2 The following vehicles and combinations cannot be registered and are not permitted on site:
- vehicles with more than four wheels
- cars or pickups towing a trailer more than 1.8 metres long by 1.2 metres wide
- vans towing trailers
- twin axle trailers
- tipper vehicles
- box vans, including a Luton, cube or removal-style van with a separate box body
- other vehicles or combinations prohibited by the current HWRC rules
- vehicles over 3.5 tonnes gross laden weight
5.3 These restrictions are mainly for health and safety. Larger vehicles and trailers can be harder to manoeuvre safely on site, block other vehicles and slow down unloading. They also help manage site capacity, keep access fair for all residents and reduce the risk of commercial waste being brought in.
6. How registration works at the site
6.1 Every site visit is subject to an active registration for the exact vehicle made in advance. No vehicle can be admitted on the basis of a registration that is not active at the time of arrival, and vehicles cannot be registered or retrospectively approved whilst at the site. The online process can normally be completed within a few minutes, but the resident must wait for confirmation that the registration is active before travelling.
6.2 An automatic number plate recognition (ANPR) camera at the entrance checks each vehicle and alerts staff if a vehicle arrives without registration. Site staff may also carry out additional checks in line with these terms and ask for proof of address.
6.3 Once registered, a resident may visit during normal opening hours without an appointment. Registration covers permitted items including fridges and freezers, car tyres, household DIY waste, and visits in a van, pickup, flatbed vehicle, or cars and pickups with a single-axle trailer.
7. Use of the registration
7.1 The registration may only be used for the registered household, address and exact vehicle and only during the registration validity period.
7.2 A registration must not be altered, copied, transferred, sold, lent or used for another person, household, address, vehicle, business or organisation.
7.3 The registration reference and any account or access link must be kept secure. The resident must notify the Council if they believe the registration or account details have been misused.
7.4 Site staff may check the registration, exact vehicle number plate, proof of address, hire documents and the waste being brought to site. A vehicle without a matching active registration, or a person who cannot provide reasonable evidence, may be refused entry or asked to leave the site with their waste.
7.5 If a friend or relative who lives outside Bedford Borough needs to bring your household waste to the HWRC, one of the following must apply:
a) You travel with them
- The Bedford Borough resident registers the vehicle using their own address.
- The Bedford Borough resident travels in the vehicle to the HWRC and brings proof of their Bedford Borough address (for example, a current Council Tax bill or driving licence).
- The waste must be household waste from the Bedford Borough address only.
b) You cannot travel and need prior approval
- If the Bedford Borough resident is unable to leave their home (for example, due to ill health or disability), they must contact the Council in advance to request permission for a friend or relative to transport their household waste.
- Requests can be made by emailing hwrc@bedford.gov.uk or by contacting Customer Services during office hours.
- The Council may ask for evidence of the residents address and/or the reason they cannot attend.
- If approval is given, the friend or relative must bring the approval confirmation and proof of the Bedford Borough address to the HWRC. The waste must be household waste from that address only.
In all cases, the vehicle used must be registered in line with these terms before arriving at the HWRC.
8. Household waste only
8.1 A household registration may only be used for household waste produced by the resident at the registered residential address.
8.2 It must not be used for waste produced, collected, transported or deposited as part of any trade, business, commercial activity, landlord activity, property management activity, charity activity, school or community activity, building work, paid work, or work carried out by a contractor, nor for waste belonging to another person, household, business, landlord, tenant, contractor, charity or organisation.
8.3 Builders, tradespeople, gardeners, landscapers, cleaners, house clearance operators, landlords, letting agents, managing agents, property managers, charities, contractors, subcontractors and other businesses must use an appropriate lawful commercial waste route. Where available, the Council’s commercial HWRC service is separate and subject to its own booking, charging and acceptance rules.
8.4 A household registration must not be obtained or used to avoid commercial waste charges, waste transfer requirements, duty of care obligations, disposal controls or any other legal requirement applying to non-household waste.
9. Waste types that may be brought
9.1 The HWRC accepts the following waste types only, unless otherwise stated in these terms:
- non-recyclable waste (items suitable for the household black-lidded bin)
- furniture and mattresses
- garden waste (items suitable for the household green-lidded bin)
- recycling (items suitable for the household orange-lidded bin)
- textiles, clothing and shoes
- household batteries (6V, D, C, AA, AAA, 9V, button) and automotive batteries
- cardboard, paper, books and magazines
- large domestic appliances (e.g. fridges, freezers, washing machines, cookers, tumble dryers)
- small electrical appliances (e.g. microwaves, kettles, toasters, vapes)
- TVs, computer monitors and computer units
- fluorescent tubes and lightbulbs
- printer cartridges
- bicycles
- metal, paint, wood and glass
- oil (cooking/household oil up to 5 litres, and automotive oil up to 5 litres)
9.2 A household may dispose of a maximum of two car tyres, and one refrigerator, freezer or cooling appliance, in a six-month period.
9.3 To make any visit quick and easy, all waste should be sorted and separated before arrival, using the correct containers as directed by site signs and staff. Around half of the waste placed in the general (non-recyclable) containers is recyclable; residents must help improve this.
9.4 If the waste a resident wishes to dispose of is not listed above or on the HWRC webpage, they must check with the Council before travelling. Site staff may refuse waste and require it to be removed from the site.
10. Quantity limits and household DIY waste
10.1 Reasonable amounts of DIY waste are accepted. The HWRC is not an acceptable means of disposal for waste from large household renovation projects. Household DIY waste is restricted to a maximum of six items in a calendar month per household. More than six DIY waste items in a calendar month cannot be accepted and must be managed through a skip, licensed waste carrier or another lawful disposal route.
10.2 For the purpose of the DIY limit, a single item is defined as follows:

11. Waste types not accepted
11.1 The following waste is not accepted at the HWRC:
- asbestos
- trees and branches with a diameter greater than 30 centimetres
- animal waste from carnivores or omnivores
- telegraph poles and railway sleepers
- hazardous materials (e.g. solvents, chemicals)
- trade or business waste of any kind with a vehicle registered for household use
11.2 This list is not exhaustive. Some specialised, technical or hazardous waste cannot be accepted. If in doubt, the resident must check before travelling or they may be turned away.
12. Preparing for and attending the site
12.1 Waste must be sorted before arrival and placed in the correct containers as directed by site signs and staff. Unloading areas are clearly labelled; if unsure, residents should ask a member of staff.
12.2 The resident and anyone accompanying them are responsible for unloading the vehicle. Site staff cannot help unload waste. Where an item required two people to load, the resident should arrange for two people to attend and unload it safely. Residents who need help with large items can utilise the household bulky waste collection service instead.
12.3 If you have a disability that means these arrangements place you at a substantial disadvantage, please contact the Council before visiting. We can consider your individual circumstances and discuss any reasonable adjustments. Please note: a reasonable adjustment may not include site staff handling or unloading waste if this cannot be done safely. Alternatively, it is possible to book a household bulky waste collection for a charge.
12.4 Proof of address: To ensure the site is used only by Bedford Borough residents, residents may be asked to show a current Council Tax bill or driving licence showing the registered address. If photo ID does not show an address, a separate proof of address in the same name must be provided. A person using a hire vehicle must also bring the hire agreement or other relevant documents showing the vehicle registration and hire period.
12.5 The vehicle and waste must be safe, secure and suitable for access to the site. The Council or its contractor may refuse entry where a load is unsafe, insecure, excessive or likely to cause injury, obstruction or damage.
12.6 Opening times and last entry: The site is normally open 9am to 5pm, seven days a week, with last entry at 4.50pm. It is open on all bank holidays except Christmas Day, Boxing Day and New Year’s Day. From 1 April to 30 September the site is open 9am to 7pm on Saturdays only, with last entry at 6.50pm.
12.7 The busiest periods are usually Fridays, Saturdays and Sundays, 9am–1pm and 3.30–5pm. With limited waiting space on site, residents may be turned away if the site is busy. Residents must not queue beyond the slip road on to Barkers Lane, as this can cause traffic problems and block emergency vehicles, including those serving the fire station opposite.
13. Safety and conduct on site
13.1 Visitors to the HWRC must comply with all signs, traffic controls, safety requirements and reasonable instructions given by site staff, and must only stop in the marked bays to empty waste.
13.2 Children and young people under 16, and animals, must always remain inside the vehicle while on site.
13.3 Abuse, aggression, threats or violence towards staff or other site users will not be tolerated. This may result in refusal of entry, removal from site, cancellation of the registration and an indefinite ban from using the site.
13.4 For safety and security, the site is monitored by CCTV and staff may use body-worn cameras. Images are recorded for crime prevention, incident investigation, service management and public safety, and are managed by the site contractor in accordance with the applicable privacy information.
14. Refusal, suspension and cancellation
14.1 The Council or its site contractor may refuse entry, refuse waste, suspend a registration or cancel a registration with immediate effect where it reasonably considers that:
- the vehicle was not registered before arrival, or the registration is not active, is expired, invalid, altered, copied or transferred, or does not match the person, address or exact vehicle number plate
- the application or supporting information is false, misleading, incomplete or cannot be verified
- the waste is suspected to be commercial, trade, landlord, contractor, third party or otherwise non-household waste
- the waste type, amount, vehicle or trailer does not comply with the current rules
- the visit creates a safety, capacity, operational or security concern
- the resident or another person from the vehicle breaches these terms, the site rules or staff instructions
- there is abusive, threatening, violent or fraudulent behaviour
- refusal or cancellation is otherwise necessary to protect the site, staff, residents, the Council or the lawful operation of the service
14.2 The Council may refuse future registrations where there is evidence of misuse, repeated breaches, false declarations, attempts to avoid the hire vehicle registration limit or behaviour that presents a risk to the site or its users.
14.3 A person who believes a registration has been refused or cancelled in error may submit a written appeal via hwrc@bedford.gov.uk. The appeal must quote the relevant registration reference, clearly explain the grounds on which the decision is disputed, and include any relevant supporting information or evidence. Appeals are only accepted in writing and do not suspend the refusal or cancellation while they are considered. Any registration that has been cancelled will remain invalid, and no new vehicles will be registered in connection with the relevant address or vehicle number, unless and until the Council has completed its review and confirmed in writing that the decision has been withdrawn or varied. Submission of an appeal does not guarantee that the decision will be overturned.
15. False declarations, fraud and enforcement
15.1 Knowingly providing false or misleading information, or withholding relevant information, to use a Council service may be a criminal offence and may be referred for investigation.
15.2 Misuse includes false information about the resident, address, vehicle, trailer, hire vehicle, hire period, waste origin, waste type, quantity or intended use; attempting to use a vehicle without a matching registration in place before arrival; using multiple applicants or false details to avoid the hire vehicle registration limit; using a registration for commercial or third party waste; altering or transferring a registration; or using the household scheme to avoid legal waste controls or charges.
15.3 Where suspected fraud, environmental offending, unlawful disposal or other misuse is identified, the Council may take any lawful and proportionate action, including refusing access or waste, cancelling the registration, refusing future registrations, issuing warnings, retaining relevant records, banning a person from the site, and referring the matter to the Council’s Investigations or enforcement teams or to another relevant body.
15.4 Information may be shared, where lawful and appropriate, with the Environment Agency, HM Revenue and Customs, Trading Standards, the Police or another relevant enforcement body. Action may be taken whether misuse is discovered before, during or after a visit and whether or not waste has been deposited.
16. Errors, changes and availability
16.1 The resident remains responsible for registering the exact vehicle before travelling and for checking that the registration, vehicle, waste and visit comply with the current HWRC rules.
16.2 An error or omission in a registration, email or application record does not authorise a prohibited vehicle, waste type, quantity or visit and does not create a right of entry or disposal.
16.3 The Council may change the vehicle registration scheme, these terms, accepted waste, quantity limits, vehicle restrictions, opening times or site arrangements where reasonably required. Current published rules apply to all visits, including where a vehicle was registered before the change.
16.4 Access may be restricted or the site may close temporarily because of capacity, safety, maintenance, operational disruption, severe weather or another reasonable cause.
17. Liability
17.1 So far as permitted by law, Bedford Borough Council accepts no liability for loss, cost, delay, inconvenience, travel, a wasted journey, alternative disposal costs or another consequence arising from an error or omission in a registration or from refusal of a vehicle, waste or visit where these terms or the current site rules have not been met.
17.2 Nothing in these terms excludes or limits liability where it would be unlawful to do so.
18. Data protection and information sharing
18.1 Information provided for the application and administration of the service, used for monitoring and enforcement of HWRC vehicle registrations, will be stored and used by Bedford Borough Council for those purposes in accordance with the published GDPR Privacy Statement(s).
18.2 Information may be checked against Council records. Where misuse, fraud, criminal activity, environmental offences or unlawful waste disposal is suspected, information may be shared internally and with relevant external bodies where lawful and appropriate.
