Houses in Multiple Occupation SPD
We are asking for your views on new planning guidance relating to the development of houses in multiple occupation (HMOs).
HMOs are an important part of the housing mix within Bedford and Kempston and provide much needed low-cost accommodation. The new draft Supplementary Planning Document (SPD) aims to provide guidance on applications to convert, use or develop properties for HMOs. It aims to encourage balanced communities in Bedford and Kempston by preventing harmful concentrations of HMOs.
If you are unable to use online facilities and would like to see a paper copy of the document please call 01234 267422 to make an appointment at the Council’s Customer Service Centre. Please only visit us in person if you really can’t access a computer from your home. Strict social distancing measures are in place at the Customer Service Centre.
We will provide a paper copy of the document by post if you email us at email@example.com or call 01234 718559. Our ability to print and post documents at this time is limited and we therefore request that you only ask for paper copies if you are unable to view or print the document online.

Notice in respect of the preparation of Supplementary Planning Guidance.
The Council is preparing two development briefs which will be adopted as Supplementary Planning Guidance. The areas which are the subject of these development briefs are sites allocated for development in the Local Plan 2030 at Ford End Road and South of the River, Bedford.
Policy 12 allocates the land at Ford End Road for residential, local retail, education and open space uses.
Policy 14 allocates the land to the South of the River for residential use and a mix of retail, business and community uses to support the new neighbourhood.
Both policies require that a development brief is prepared for the sites.
The briefs will provide amplification of the Local Plan policies and will build on the masterplans approved by the Council in 2018.
In accordance with the Council’s Statement of Community Involvement, the Council is inviting comments on what the briefs should contain.
If you would like to make comments please email email@example.com or write to us at:
