Private hire and taxi driver licence

As a result of changes to the law made by the Government in the Immigration Act 2016, from 1 December 2016 anyone applying for grant or renewal of a Hackney carriage or private hire driver's licences or private hire operator licence must have the right to work in the UK, and the Council must check that this applies to every applicant before issuing or renewing a licence.

Pay for your private hire and taxi driver licence

This applies to all licence holders regardless of where they were born, how long they have lived in the UK and, if they already hold a licence, how long they have held it for.

The application will only be able to progress if the applicant provides the correct original documentation (as specified by the Home Office) showing a right to work in the UK.

All applicants who wish to renew a Private Hire or Hackney Carriage Drivers licence must submit the renewal application at least 6 weeks prior to the expiry of their current licence.

You are required to bring photographic ID with you on the day of your English and Knowledge Tests.

Disclosure and Barring Service (DBS) Application Forms can be collected from the Customer Engagement Centre in Horne Lane. The Council complies with the DBS Privacy Policy for Standard/Enhanced checks;available to read at the GOV.UK website

Taxi Driver Assessments are undertaken by The Blue Lamp Trust. Taxi Driver Assessments can be booked through The Blue Lamp Trust website or by contacting The Blue Lamp Trust on 0333 7000157.

Child sexual exploitation (CSE) awareness training

Child Sexual Exploitation (CSE) Awareness Training must be undertaken before a license can be issued. You must book your attendance on the course and pay the fee as detailed above. The next training dates are;

  • 6 December
  • 9 January 
  • 7 February
  • 6 March

School transport authorisations

All new driver applications will incorporate School Transport. If you are an existing driver and wish to upgrade to incorporate School Transport authorisation then please see the information below. All applicants must fill in the new application form which is available from the Customer Service Centre in Horne Lane.

Driver licence upgrades

Existing Private Hire or Hackney Carriage drivers who wish to upgrade their licence to include School Transport Authorisation must provide a written request and meet the following criteria:

  • Pass certificate for English test
  • Pass certificate for Knowledge test
  • Pass certificate for DSA or Blue Lamp Trust driver's assessment
  • New DBS application (£44.00)
  • Attend CSE Awareness Training (£20.00)
  • Upgrade Fee of £40.00

Private Hire Drivers who wish to upgrade their licence to include the Hackney Carriage Driver's licence (Dual Driver) must provide a written request and meet the following criteria:

  • Pass certificate for DSA wheelchair test or PATS certificate to include module B2 (assisting passengers who travel in wheelchairs)
  • Details of the Hackney Carriage Proprietor who will be offering employment
  • Upgrade Fee of £40.00 if the PHD licence was for one year. If PHD licence was issued for more than one year the fee will be calculated pro rata.

Hackney Carriage Drivers who wish to upgrade their licence to include the Private Hire Driver's licence (Dual Driver) must provide a written request and meet the following criteria:

  • Details of the Private Hire Operator who will be offering employment
  • Upgrade Fee of £40.00 if the TXD licence was for one year. If TXD licence was issued for more than one year the fee will be calculated pro rata.

Exemption from carrying dogs

For those drivers with medical conditions that would be aggravated by carrying assistance dogs, the Disability Discrimination Act 2005 makes provision for licensing authorities to grant exemptions on medical grounds only and to issue drivers with a Certificate of Exemption.

Licence Summary

To drive a Private Hire or Hackney Carriage Vehicle Licensed by the Authority, an individual must hold a Driver’s Licence issued by the same Authority.

Eligibility Criteria

Applicants for a Private Hire/Hackney carriage Driver’s Licence must be authorised to drive a motor car and they need to have been authorised to drive such a car for at least 12 months. This is usually achieved by holding a full DVLA Driving Licence for category B vehicles.

The Authority must also be satisfied that the applicant is fit and proper to hold such a Licence.

Application Evaluation Process

The applicant will complete an application and submit this to the Authority with the required fee. If they have not already done so, they will also need to book themselves for the following tests:

  1. The Basic English Assessment
  2. The Knowledge of the Bedford Area Test
  3. Taxi Driver Assessment
  4. CSE Awareness Training

The Authority’s policy is that if individuals have not passed the above tests they will not normally be granted a Licence.

The Authority will also obtain details of the information held on the applicant by the DVLA and submit an application for an Enhanced Criminal Records Bureau Disclosure on the applicant. Any driving licence endorsements and criminal records recorded will be assessed against the Authority’s Criminal Records Policies to determine whether the applicant would normally be refused a Licence.

A medical examination may be required if there is any reason to believe that the applicant has a condition that could affect their ability to drive and/or the applicant is over 65 years of age.

Any other information that comes to light which brings the character of the applicant/Licensee into question will be considered. Where the applicant has not been resident in the UK for the five years immediately prior to the application, a certificate will be requested from the country they were resident in during that period as to any criminal records against them.

Will Tacit Consent Apply?

No. It is in the public interest that the authority must process your application before it can be granted. If you have not heard from the local authority within a reasonable period, please contact us. The target completion period for processing these applications is 30 working days.
