Client Transport Authorisation

Applications for a Client Transport Authorisation are processed by the Licensing Team. 

A Client Transport Authorisation Badge is only available for employees of Operators included on the current Passenger Transport Services Framework

Right to work in the UK

All applicants (new and renewals) are required to prove that they have the right to work in the UK. In order to do so you will need to provide correct and original documentation as specified by the Home Office.

Eligibility

You are only eligible for a Client Transport Authorisation Badge if you have already passed/obtained the following:

For Passenger Assistants:

  • Current valid PATS (Passenger Assistant Training Scheme, further information below)
  • Bedford Borough Council English and Competency Certificate*

For PCV Drivers:

  • Current valid CPC (Certificate of Professional Competence) Driver Qualification Card
  • Current valid Driver’s License Card
  • Bedford Borough Council English and Competency Certificate*

For Drivers operating under a Section 19 permit:

  • Current valid MiDAS Certificate
  • Current valid Driver’s License Card
  • Bedford Borough Council English and Competency Certificate*

For Private Hire Drivers Licensed by another authority:

  • Current valid Private Hire Driver Licence
  • Current valid Driver’s License Card
  • Bedford Borough Council English and Competency Certificate*

PATS providers

For details of PATS providers in your area you should contact the Community Transport Association UK who maintain a central register of certified training providers by emailing: training@ctauk.org

*If you are a new applicant you must either book your test when you submit your application at the Customer Service Centre or provide your original pass certificate. Please note that the English and Competency Test will include questions from the Driver & Passenger Assistant Code of Practice produced by Client Transport Services, copies of which are available from the Customer Service Centre, Horne Lane, Bedford, MK40 1SJ.

New/Renewal application form

If you want to apply for a new or renewal Client Transport Authorisation (CTA) Badge you will need to complete a Client Transport Authorisation Badge application form and provide the associated documentation as detailed on the guidance notes.

Forms are also available from the Customer Service Centre, Horne Lane, Bedford, MK40 1SJ

From 1st April 2019 the fee for this application is £85.00, payable by card at the point of application. If your application is refused at any stage of the assessment process you will not be eligible for any refund. 

Renewal applications must be made at least 6 weeks prior to the expiry of your existing badge

Badge expiry

CTA badges are issued for a 3 year term, or to the first expiry date of any supporting documentation, whichever occurs soonest. If a badge expires prior to the 3 year term you may complete an application for a Mid-term Extension of the badge, at no additional cost.

Mid term extension application form

You should only complete this application form where you have already been issued a Client Transport Authorisation Badge and this has recently expired, or is due to expire, before the end of its 3 year term in line with one or more of your supporting documents.

There is no fee for a Mid Term Extension application.
