Career Progression Scheme

The Council acknowledges the importance of recognising the increased capability of social workers as they develop and learn.

The Career Progression Framework is closely linked to the Social Work Professional Capabilities Framework and introduces clear levels of performance and achievement in social work that are directly linked to levels of pay. 

The Framework affords social workers the opportunity to be recognised for the level of capability and professional competence they display.

Progression in accordance with the framework

The Framework supports the career development for Social Workers in both Adult and Children’s Services from the point of successful completion of the Assessed and Supported Year in Employment (ASYE) at Grade 9 through to Advanced Social Work Practitioner level at Grade 12. 

Progression on successful completion of ASYE

Employees who successfully complete their ASYE will be able to apply for Social Worker vacancies at Bedford Borough Council.

Progression from Social Worker (Grade 10) to Experienced Social Worker (Grade 11)

To progress to Experienced Social Worker at Grade 11, employees will be required to complete a nomination form which will entail demonstrating how they are able to expand their skills and capabilities to meet the job description and the Social Work Professional Capabilities Framework at the next level. 

The nomination is required to be endorsed by the line manager and if endorsed will go forward to be assessed by a moderation panel.

The opportunity to apply for career progression from Social Worker to Experienced Social Worker will be available every six months. The moderation panel will therefore assess career progression nominations in March and September each year.

Progression from Experienced Social Worker (Grade 11) to Advanced Social Work Practitioner (Grade 12)

Progression to Advanced Social Work Practitioner at Grade 12 will also require employees to demonstrate how they are able to expand their skills and capabilities to meet the job description and the Social Work Professional Capabilities Framework at the next level. 

As there will be fewer posts available at this grade, these will be advertised and selection will be via a recruitment process.
