The Council is responsible for the enforcement of the Housing Act 2004 and associated regulations in respect of all housing in the borough area. The majority of our work relates to privately rented housing where standards have been set to ensure rented homes are:
- safe to live in
- in good repair
- warm and comfortable
- energy efficient.
The Environmental Health & Trading Standards Service sets out targets for the Community Regulation Team, and its Housing Officers, to inspect and take action to improve the rented housing which is in the poorest condition or poses the highest risk to health and safety for the occupiers.
The key elements for delivering these services are:
- to ensure all Houses in Multiple Occupation (HMO) within the Borough receive an appropriate inspection in line with statutory obligations on a risk based approach.
- investigate housing disrepair, public health or statutory nuisance complaints
- to implement the new Additional HMO Licensing Scheme in Bedford
- to improve safety of mobile home parks and sites within the Borough
