Statement of Community Involvement
Community involvement is an important part of the process
of considering planning applications and preparing local plans and
other planning policy documents. The aim of the Statement of
Community Involvement (SCI) is to help ensure community ownership
of the plans and planning policy documents that are being
prepared and to strengthen community involvement in planning
over time. It also aims to improve overall representation and
involvement across all sections of the community. The Statement of
Community Involvement was adopted by Full Council on 17th May
2006.
The Statement of Community Involvement 2006 sets out the
following:
- The Council's intended approach to involving
partners, interested parties and the community in the production of
the local plans and other planning policy documents and development
management decisions.
- The publicity and consultation procedures to be
used in the preparation of local plans and other planning policy
documents, and the consideration of planning applications.
The Revised Statement of Community Involvement
The Council is revising the adopted Statement
of Community Involvement 2006 to reflect changes to the national
planning system in England. Key changes that are being address
in the revision process include simplified publicity and
consultation procedures for local plan development, the
introduction of new types of documents that are required to be
subject to publicity and consultation such as the Community
Infrastructure Levy Charging Schedule, and
increased emphasis on pre-application advice and
consultation. In addition the Revised Statement of community
Involvement will set out guidelines for engagement in the
neighbourhood planning process.
On 13 March 2013 the Council's Executive agreed for public
consultation the revised Statement of Community Involvement
consultation draft:
The consultation on the draft Statement of Community
Involvement has now closed.
All comments received will be considered before the final
version of the revised Statement of Community Involvement is
adopted. Comments received will be attributed to source and
published in a consultation report that will clearly set out
the Council's response and any changes made to the revised
Statement of Community Involvement as a result of consultation. The
consultation report will be published alongside the adopted
document. Formal adoption of the revised Statement of Community
Involvement is anticipated later this year.
