Minerals & Waste

Minerals and waste planning involves the control of mineral extraction and waste management development, through forward planning, determining planning applications, monitoring and enforcement.

Bedford Borough Council is a minerals and waste planning authority, however the service is provided jointly with Central Bedfordshire Council and with Luton Borough Council, hosted by Central Bedfordshire Council. Local Plan

The Bedfordshire & Luton Minerals and Waste Local Plan is a statutory local plan prepared in accordance with the Town and Country Planning Act 1990.  It was adopted in 2005.   It sets out the detailed land use policy framework for the extraction of minerals and management of all types of waste throughout Bedfordshire, including Bedford Borough.

Under the provisions of the Planning and Compulsory Purchase Act 2004 the Minerals and Waste Local Plan is to be replaced by a Minerals and Waste Local Development Framework.  Until then, the policies of the Local Plan have been ‘saved’. 

The main functions of the Bedfordshire & Luton Minerals and Waste Local Plan are:

  • to identify the need, amount and location for mineral extraction and waste management sites
  • to balance the allocation of these sites with environmental constraints
  • to ensure sensible and prudent use of mineral and waste resources
  • to prevent sterilisation of these resources
  • to encourage reduction in use of raw materials and greater recycling of waste products
  • to minimise the effect of extraction and waste disposal on the environment
  • to exploit the full potential of site restoration for public and environmental benefit

Managing Waste in New Developments

 

The Managing Waste in New Developments SPD aims to provide advice on the reducing, recycling and recovery of waste during the demolition, construction and occupation of new developments.  It was adopted as a Supplementary Planning Document in April 2006 and supports policies W5 and W6 of the Bedfordshire & Luton Minerals and Waste Local Plan.

Minerals and Waste Local Development Framework

The Bedfordshire & Luton Minerals and Waste Local Plan is being replaced by a Minerals and Waste Local Development Framework  Like the Local Plan this covers the administrative areas of Bedford Borough Council, Central Bedfordshire Council, and Luton Borough Council, and is being prepared jointly by the three councils. The Minerals and Waste Local Development Framework will consist of a collection of documents that bring forward the spatial strategies, detailed land use policies and proposals for the extraction of minerals and management of waste in their areas.

The Minerals and Waste Local Development Scheme sets out the programme for production of the Minerals and Waste Local Development Framework.

Statement of Community Involvement

The Minerals and Waste Statement of Community Involvement sets out how the local community will be involved in the preparation of the Minerals and Waste Local Development Framework.  It was adopted in 2006.

Minerals and Waste Core Strategy

This will set out the vision, objectives and strategy for minerals and waste development and identify strategic sites.  Preparation began in 2006  with consultations on separate Minerals and Waste Core Strategies and Site Allocation Plans. These have been combined into a single Minerals and Waste Core Strategy document (which includes strategic minerals and waste sites).

The timetable for the production of the Minerals and Waste Core Strategy is set out in the Minerals and Waste Local Development Scheme.

 

General Environmental Policies

This will contain generic development control polices and sets out the objectives and policies for environmental protection.  The timetable for the production of the General Environmental Policies Development Plan Document  is set out in the Minerals and Waste Local Development Scheme.

 

Proposals Map

A proposals map will be produced in parallel with the production of the Minerals and Waste Core Strategy to illustrate all the proposals and policies contained within it.

 

Sustainability Appraisal

In order to ensure that the minerals and waste Plans contribute to the aims of sustainable development, the Council is required to undertake a sustainability appraisal of their policies and proposals. The purpose of the sustainability appraisal is to promote sustainable development through the integration of environmental, social and economic considerations into the preparation of the Plan.  Information can be found on the Central Bedfordshire Website.

 

Annual Monitoring Report

This assesses for each financial year the progress made in Plan preparation and monitors the effectiveness of policies and proposals.
