Allocations and Designations Plan

The Allocations & Designations Plan will allocate sites to meet the Borough’s future development needs and designate areas of land where specific policies will apply. It has to conform to the approach set out in the Council’s Core Strategy & Rural Issues Plan, in particular the broad location for development and the core policies within it.

 

The timetable for the production of the Allocations and Designations Plan is set out in the Local Development Scheme.

A consultation took place on a draft Allocations and Designations plan between 31 May and 19 July 2010

The responses to this consultation are now being collated and assessed. The comments will help inform the next draft of the Plan (the Pre-Submission draft), which is scheduled to be published for a futher six weeks' consultation between January and March 2011. It is anticipated that the Plan will then be submitted to the Secretary of State for approval in July 2011.

 

Earlier Stages

'Call for Sites'

A “Call for Sites” took place during July and August 2008 where sites to be considered for potential allocation were invited for submission. In order to ensure that all possible sites were considered from the outset, landowners, developers and other interested parties were invited to propose sites for inclusion in the Plan. All sites submitted to the Council for consideration as development allocations are available below. Bedford and Kempston are listed separately as are submissions for the Bedford River Valley Park and the Forest of Marston Vale. The remainder are grouped by Parish.

A methodology has been prepared to help with the selection of sites for inclusion in the Allocations and Designations Plan. This looks at whether the sites fit the spatial strategy set out in the Core Strategy and Rural Issues Plan, do no conflict with existing planning policies, are not technically constrained or exceed the development requirements set out in regional and sub-regional guidance. This methodology was prepared following public consultation in order to appraise the relative suitability of sites.

The Council has applied the Site Assessment Methodology to the assessment of the submitted sites. The results of this are shown in the background documents to the draft Plan.

 

NB the sites listed below by parish are those put forward to the council for consideration as development sites. To see the sites that the council has selected for consultation, please follow the links above, to the draft Plan, maps and background documents. The majority of the sites below are not in the draft Plan.

Review of Settlement Policy Areas

A review the Settlement Policy Areas, which are currently defined in the Local Plan 2002, is taking place as part of the Allocations and Designations Plan. A consultation was held on a methodology for defining Settlement Policy Areas, which was then reviewed in light of the comments received. Issues and Options Paper

Consultation on an Issues and Options paper was the initial stage in the preparation of the Allocations and Designations Plan. It enabled the Council to involve the community at an early stage. A Sustainability Appraisal accompanied this initial document.

Responses to the consultations on these documents are available below. As a result of this consultation, the Site Selection Methodology were considered in detail, the Methodology revised and then made available as part of the "Call for Sites". The detail of the Council's consideration of those comments can be found in the draft Plan background papers.

 

Sustainability Appraisal

In order to ensure that the Allocations and Designations Plan contributes to the aims of sustainable development, the Council is required to undertake a sustainability appraisal of its policies and proposals. The purpose of the sustainability appraisal is to promote sustainable development through the integration of environmental, social and economic considerations into the preparation of a DPD. A sustainability appraisal has been undertaken at each stage of preparing the Plan.
