How the Borough Council Plans for Emergencies
The Borough Council has emergency plans in place and a dedicated
Resilience Team who will assist the council to respond to a major
emergency.
The Resilience Team works with other organisations under the
Bedfordshire and Luton Local Resilience Forum (BLLRF) to plan for
emergencies, write plans, provide internal training and multi
agency training, set up exercises both internal and for external
multi agencies. The Resilience Team will also maintain the
Corporate Resilience Plan and coordinate business continuity
plans.
In a response the Resilience Team will activate internal plans
and provide advice to senior management who will make the key
decisions. Senior Management will attend multi agency strategic
group, a multi agency tactical group, and possibly the site of the
incident. Internally senior management and specialists advisors
will attend an Emergency Management Team to deploy effectively the
council resources and to ensure that council functions are kept
running.
The Borough Council response to an emergency
normally takes the form of assisting the emergency services
(Police, Fire and Ambulance) in the emergency phase and
coordinating recovery and support work after the emergency.
While the Borough Council takes the lead in
recovery after the emergency, it does not have the resources to
help every individual or business affected by the emergency. The
Council will direct its limited resources to help those who are
vulnerable. The Borough Council may also co-ordinate voluntary
support from local voluntary groups to support people.
Where the emergency involves evacuation of people from homes or
businesses, the Borough may set up temporary Emergency Rest Centers
to accommodate evacuees and provide transport.
The council will provide an array of functions to support the
recovery response.
