I am looking for information related to the traffic that passes through Ivinghoe village via the B488 Station Road. Buckinghamshire County Council has kindly supplied traffic figures for the B488 at different points in time, but has no data for the road before it was closed during the construction of the A4146 Leighton Linslade Southern Bypass. As the bypass opened in November 1991 I’m guessing that the closure was put in place around 1990.

As the northern end of the B488 (where it is named Mentmore Road) is in Bedfordshire I hope that Bedfordshire County Council Highways Department may be able to help with the missing data.

Before the A4146 Leighton Linslade Southern Bypass was built the B488 joined the A418 Wing Road at a forked junction in Linslade. The information I’m asking for is a set of traffic figures for Mentmore Road somewhere between that forked junction and the county boundary with Buckinghamshire (approximate location marked with a number 1 in a blue circle on the attached map). As mentioned above, the date for the traffic figures should be some time before Mentmore Road effectively became a cul-de-sac.

It would be helpful also to have figures for the same date at the location marked 2 on the map, i.e. on the A418 Wing Road between Old Road and the fork with Mentmore Road.

My third and final request is for the cost of constructing the A4146 Leighton Linslade Southern Bypass. I have found two answers to this question but they are wildly different from each other.

Thank you for your request for information which has been considered under the Environmental Information Regulations 2004.

Following a search of our paper and electronic records, I have established that the information you have requested is, under Exception 12(4)(a) of the Environmental Information Regulations 2004.

The information is not held by Bedford Borough Council, but can be obtained from Central Bedfordshire Council as they are the successor body for the part of the former County Council that you are interested in and they are the custodians of the County Councils accounts.

In September I requested info from the council regarding video evidence of conflicts from back in 2015 and they were kind enough to respond saying no conflicts were found over the period of 1st week in June 2015.

But I note from the response that 'The councillors requested 4 weeks of footage  for November 2015 the results of which were sent to them'.

Under freedom of information could you please advise from that footage: -

How many incidents / conflicts occurred.

How they were resolved

and if possible the date and time of each conflict as this might give an idea of pinch points.

I understand the Department for Transport already have a scheme designed to aid the rollout of on-street charging points for electric vehicles. I am also aware that the government expect local authorities to improve the on-street charging infrastructure via the scheme. Since this DfT funding is up to 75% of the capital cost of installing the hardware that allows electric-car owners to charge their vehicles on-street, and there are plenty of roads in and around Bedford where drivers don’t have their own drives or garages sufficiently close to home, I feel the Council is denying the opportunity to many to embrace the electric vehicle revolution and most importantly lower vehicle emissions in and around Bedford.

It should also be recognised that with so many developments within the Borough’s boundary, that financial support necessary to install on-street charging could be harnessed via Section 106 of the Town and Country Planning Act 1990.

Freedom of Information questions:

1.      What applications were made to DfT for funding towards on-street charging, and what were the outcomes of each application?

2.      If no applications were made, who in the Council made the decision that on-street charging reimbursement via DfT wasn’t necessary or appropriate?

3.      What on-street charging has been installed since the DfT funding was made available, what was the cost and who has paid for these on-street parking sites?

4.      What contributions have been made for on-street parking facilities by housing developers under the section 106 arrangements?

Please can you tell me the following; (all questions are related to Domiciliary Care for adults 18 and over)

1.  How many packages do you commission on a monthly basis?

We do not commission care agencies for direct payment service users. Where a client opts to have care support via a direct payment it is their choice as to which agency they use. There are currently 142 direct payment services users who are supported by domiciliary care agencies.

2. Do you have a framework in place? If yes:

What type of framework is it?

When does it expire?

Bedford Borough Council do not have a framework for direct payment agency support as clients identify their own provider.

3. If you do have a framework in place, what % of care do you have to spot purchase outside of the framework?

Not applicable.

4. How do you commission care packages currently? Through an purpose built I.T system – if yes, which one Through other IT system – if yes, which one Via Telephone Via Email

Directly commissioned Domiciliary Care packages are sourced through the care brokerage service. Providers are contacted via email and telephone. Direct Payment packages do not go through this service as clients would liaise with care providers themselves.

5. How many providers are do you have registered, and how many are you actively using?

Bedford Borough Council currently has 6 framework providers and 31 additional approved care providers available to clients going through the care brokerage service. Direct Payments can also access this list of providers but ultimately they can choose any agency they wish to take up services from.

6. What is the average hourly price you pay for Dom care?

Clients taking up agency support via a Direct Payment will receive £15.50 per hour. Higher rates may be agreed on a case to case basis.

I was interested to read your web section on Fire Safety published on your website.

Can you please give me the original sources for the data that you used to compile the statistics?

In particular, the statements:

Analysis of national fire statistics have concluded:

  • You are six times more likely to die in a fire if you live in any house in multiple occupation (HMO), compared with a single family house.
  • The risk increases to sixteen times more at risk of fatal injury if you live in an HMO which is 3 or more storeys high.

Where were these figures obtained and who produced / provided them?

I would like to study the raw data please, to gain a getter understanding of the risks involved etc.

It's Still Tobacco is a community and voluntary organisation that aims to work closer with local authorities around the legislative enforcement of shisha tobacco - also known as waterpipe, hookah, nargile or hubble-bubble. Shisha tobacco use is harmful to health but the number of cafes where it is consumed has grown remarkably in the UK in recent years. Surveillance of the UK shisha tobacco industry, however, is severely lacking.

With this in mind we would like to ask the following questions about your local authority area, where we define a "shisha cafe" as any premise where the sale AND consumption of shisha tobacco occurs on site, and can include restaurants, clubs, lounges, cafes, and other venues. This information is likely to be held in Trading Standards and/or Environmental Health Departments:

Q1. Can you please provide the estimated number or range of shisha cafes known A) as of January 2018 and B) as of January 2017. Please reply "unknown" if this information is not held.

Q2. A) How many prosecutions have been made for violations of the smoke-free law since its implementation on 1st July 2007? B) How many of these violations were by shisha cafes?

Q3. In each calendar year of 2015, 2016, and 2017:

A) How many inspections were made to shisha cafes by Trading Standards or Environmental Health Officers?

B) Of these inspections, how many shisha cafes required intervention due to lack of compliance with policies (including tobacco, health and safety, and licensing laws)?

C) Of these inspections, approximately how many kilograms of illicit shisha tobacco were seized in total?

D) Of these inspections, how many led to prosecutions and what was the total amount ordered to pay from the shisha cafe business?

Q4. In each calendar year of 2015, 2016, and 2017, how many reports of underage smoking have there been at shisha cafes?

Q5. In each calendar year of 2015, 2016, and 2017, how many complaints were made for noise and nuisance against shisha cafes?

Q6. Of the known shisha cafes in your local authority area, approximately how many:

A. Claim to sell non-tobacco "herbal" shisha?

B. Allow shisha smoking at the frontage of the premises?

For recipients of direct payments, how do they buy insurance cover – do you provide a panel of insurers they can choose from or do you recommend a specific insurance company?

Do you advise direct payment recipients on how much they should spend on insurance?

Is there a payment cap in place for insurance policies for care provision?

Do you operate a block insurance policy for your direct payment recipients?

How do you select your insurance provider for your service users? (Please rank from 1 – 3 in order of importance with 1 being the most important)

An average of 18 “confrontations” per day were apparently recorded between 7.30am and 9.30am, and 21 “confrontations” were apparently recorded between 4.30 p.m. and 6.30 pm. Under freedom of information could the entire data set  that the council has recorded from these three cameras be provided as a whole and by camera location or appropriate sub set. Additionally,

  1. Any further recorded traffic flow data, however recorded, post November 2015 held by Bedford Borough Council relating to Goldington Avenue be released into the public domain, or confirmation that no such data has been recorded.
  2. Any accident or reported damage data involving vehicles on Goldington Avenue that Bedford Borough Council has in its possession relating to the 2015-2017 period, or confirmation that no such data is held.
  3. Any classification of the “confrontations” recorded and stored by the council from the video cameras placed on Goldington Avenue in November 2015, or supporting information that “confrontations” so recorded involved damage to either/any vehicle

My questions are -:

(1)    Do you pay a generalised price per tonne for waste collection?

 (2)    Do you pay a specific price per tonne with VAT and LFT (Landfill Tax) shown as separate entities?

(3)  How long has the pricing situation been in place?

Thank you for your request for information, which we received on 25 January 2018. Your request has been considered under the Environmental Information Regulations 2004.

Please see below your request and our response:

(1)      Do you pay a generalised price per tonne for waste collection?

We provide an in-house waste collection service so no private contractor is employed to collect household waste in the Borough.

(2)      Do you pay a specific price per tonne with VAT and LFT (Landfill Tax) shown as separate entities?

We pay for waste disposal per tonne to different contractors for the type of waste they are treating/disposing off for us. Kerbside residual waste is sent to a Mechanical Biological Treatment Process which does not attract landfill tax. Other waste types e.g. bulky waste and that collected at the CA site and from flytipped locations are sent for landfill treatment and attract Landfills tax. We pay our contractors their gate fees any transport charges including VAT at the prevailing rate and any landfill tax.

(3)      How long has the pricing situation been in place?

We have a contract for the treatment of residual waste with Shanks Waste Ltd, prices are paid through a contractual agreement signed by both parties in 2012.

1. Does the authority have a published Community Asset Transfer* policy? *Community Asset Transfer enables local authorities to transfer the ownership/management of their assets to community organisations at less than full market value – in order to achieve a defined public benefit.

2. If Yes, please provide a web link to the policy.

3. If No, is Community Asset Transfer (CAT) integrated into another policy within your local authority – such as wider asset management strategies or VCSE policies?

4. If Yes, Please provide a web link to this policy, if published.

5. How many of the authority’s land and property assets have been disposed of in the following periods: 2012/13, 2013/14, 2014/15, 2015/16, 2016/17 and 2017/18 (to date)? For the purposes of this FOI “disposal” means a sale on the open market for monetary consideration or the letting of any council land or building, or part of a building, regardless of the length of term of the letting. Please note we are not concerned with any land or property transfers to other departments or changing the use of the land from one statutory purpose to another, so please exclude these figures from your return.

6. In relation to the number of disposals in Q5, how many were made to ‘for-profit’* organisations in the same time periods? *For-profit organisations make private profit for their directors, members or shareholders. Different types of organisation can be ‘for-profit’. It is not a legal structure in and of itself.

7. Typically, authorities operate a 5 year programme for the disposal of their surplus assets. Looking ahead over this period, how many of the authority’s current land and property assets are being considered for declaring as surplus to requirements? *We define surplus to requirements as 'not required for operational purposes any more and as a result identified for disposal’

8. In relation to the potential land and property assets being considered for declaring as surplus to requirements in Q5, what percentage of the authority’s existing asset base do they represent? If it is not possible to produce an exact percentage figure at this time, then please provide an estimate, and indicate if that is the case.

Thank you for your request for information about planning applications on flood plains which we received on 31 January. Your request has been considered under the Environmental Information Regulations 2004.

However, should you wish to go through the records yourself, all information in relation to planning applications from 1948 to date is publicly available on the authority’s website

Please refer to the how to guide

Please also note that once on planning application

you should click on the link TO VIEW AND COMMENT ON PLANNING APPLICATIONS and search by any of the fields shown to narrow your search and use the Validated Dates in this case the date range you have requested.

Please then scroll through the list(s) and review the consultee responses which are all online in the consultee area before Nov 2016 and in the Documents tab after Nov 2016. Alternatively you could check on the MAP SEARCH of applications within the flood zones and then check consultee responses for the relevant applications.  How to Guide no 7 explains how to check / add flood plains and how to view the relevant application history.
