Child Sexual Exploitation Awareness - Training for Private Hire and Hackney Drivers

Combatting Child Sexual Exploitation

The Council takes the threat of child sexual exploitation and the general vulnerabilities of children and young people very seriously.  Along with many councils it considers that Hackney Carriage and Private Hire licensees can, and do, play a critical role on behalf of us all in reporting signs that child sexual exploitation is or could be taking place.

Hackney Carriage and Private Hire Operators and Drivers can play a valuable role because of their professional work in identifying patterns of behaviour that can be linked with child sexual exploitation. As such, it is critically important to public safety that licensed drivers are aware of those patterns of behaviour and know how to respond and report that behaviour.

To date, almost 500 local licensees have participated in training provided by Barnardos or CYP First on awareness of child sexual exploitation. The Council is now consulting interested parties on a proposal to require applicants for Private Hire and Hackney Carriage Driver licences to demonstrate that they have undertaken such training to that provided locally. If such a requirement were introduced it is proposed that it should also apply to those who have (for whatever reason) ceased to hold such a licence for six months or more.  The Council will continue in 2018 to provide training sessions on awareness of child sexual exploitation through CYP First.

We would welcome your views on this course becoming compulsory for all new applicants, or those whose licence has lapsed.  You may send your comments by email to licensing@bedford.gov.uk  or by post to the contact details provided at the bottom of this page.  Please respond by 27 March 2018 at the latest.  The General Licensing Committee will consider this matter again on 18 April 2018.
