Full Council
As its name suggests, Full Council comprises all of the Borough’s Councillors and the elected Mayor. Its meetings usually start at 6.30pm and take place in the Harpur Suite in Bedford.
Full Council has responsibility for approving, adopting and amending the Council’s policy and budget framework. The policy framework includes the Council’s major policies and strategies such as the Community Plan, the Corporate Plan, the Community Safety Plan and the Local Plan. The budget framework includes the Council’s Annual Revenue Budget and its Capital Programme.
Full Council is also responsible for agreeing and amending all aspects of the Council’s Constitution, making appointments to Committees, and joint Committees with other Councils, agreeing the Council’s Members’ Allowances Scheme and dealing with a range of matters that have not been delegated to Committees.
The law requires appointments to most of the Council’s Committee’s to reflect the political balance of the Council overall. Time is also set aside at the beginning of each ordinary Council Meeting for residents to present petitions and/or ask questions.
