Contract Procedure Rules

The Council's rules and regulations referred to when purchasing goods, services and works.

In summary:

The Council's Contract Procedure Rules promote good purchasing practice and public accountability, and deter corruption. Contract Procedure Rules lay down the minimum requirements.

The Council:

  • normally allows a reasonable period for submission of bids, except where the timetable is dictated by statutory requirements (not to be submitted by fax or email - at present);
  • keeps bids confidential;
  • ensures all tenders are subject to competition, unless there an approved exemption under the Council's Contract Procedure Rules
  • evaluates and awards contracts in accordance with the award criteria which is either the lowest price or the most economically advantageous tender (MEAT). The award criteria will be clearly stated in the Council's tender documents.
