BME Study
Black and Minority Ethnic Study
Bedford Borough Council undertook a two year study to assess the housing and related needs of Black and Minority Ethnic (BME) communities in Bedfordshire. The research aimed to:
1. Indentify communities and raise awareness amongst them of the services provided by housing associations and local authorities, and how to access those services;
2. Identify unmet housing needs, and projections of future housing needs (including social renting) within these communities and preferences for meeting them;
3. Work with communities to enable them to articulate preferences and needs;
4. Review and develop strategies for greater involvement in service provision;
5. Identify other benefits for the communities both from taking part in the process and from working with funders to meet identified housing need.
The research is a response by local housing providers to initial evidence that could better meet the needs of BME communities in Bedfordshire.

Bedfordshire and Luton Gypsy and Traveller Accommodation Needs Assessment
Bedford Borough Council, with Mid Bedfordshire District Council, South Bedfordshire District Council and Luton Borough Council, commissioned a Gypsy and Traveller Accommodation Needs Assessment for Bedfordshire and Luton.
Local authorities are required by Government, through the Housing Act 2004, to assess the accommodation needs of Gypsies and Travellers alongside the assessment of the needs of the settled population, and develop a strategy that addresses any unmet needs identified through the needs assessment process. Local authorities are strongly guided by ODPM to undertake needs assessments on a sub-regional basis. This is to provide more reliable evidence and a better understanding of travelling patterns/reduced risk of double counting.
The needs assessment research identifies the nature of both accommodation and housing-related 'support' needs within the Gypsy and Traveller community. A key component of the study is to provide a reliable assessment of the number of additional pitches that each of the four local authorities needs to make provision for, through the planning system, over the next five years.
